In low ground near the Duwamish, a seasonally high water table can rise above the crawl-space grade. That is a collection and discharge problem rather than a wall-sealing problem, and the fix starts with measuring inflow.
Will a vapour barrier stop standing water?
No. A vapour barrier addresses ground moisture vapour, which is a different pathway from bulk water. Standing water needs collection, a pump where gravity discharge is not available, and a discharge route away from the building.
