Why This Guide Exists
At some point most Puget Sound homeowners find their address on a hazard map, usually while buying a house or researching something else entirely. The experience is unsettling and the map itself offers no interpretation.
Hazard mapping is genuinely useful. It is also routinely misread, in both directions, treated as a verdict on a specific house, or dismissed as irrelevant. Learning to read one properly takes about ten minutes and it is worth doing.
Seattle Foundation Repair uses this mapping as one input among several when scoping work. It is never the whole answer, and we will not offer you an address-level risk score based on it.
Five Questions to Ask Any Map
What is its purpose? Mapping is produced for a reason, regional planning, regulatory overlay, emergency preparedness, geological survey. A map made for regional planning is not designed to answer questions about one parcel, and using it that way is a misuse rather than a limitation.
Who produced it, and from what? A map derived from field-verified geological survey work carries different weight from one interpolated from regional data. The Washington Geological Survey and the Department of Natural Resources are primary sources. A colour-coded overlay on a contractor’s website is not.
When was it made? Ground conditions do not change quickly, but mapping improves. Newer surveys using better elevation data have revised earlier interpretations in many places. A map from decades ago reflects the methods available then.
At what scale? This is the one people skip and it matters most. A map produced at regional scale has a minimum meaningful unit. Zooming in on a digital version does not add resolution, it just displays coarse data at a misleading size. A boundary line rendered thin on your screen may represent considerable real-world uncertainty.
What does the designation actually assert? Read the legend and the accompanying text. “Landslide-prone” usually means conditions associated with historical or potential instability were identified in the area. It does not usually mean a landslide is expected at a particular location.
What a Designation Does Not Mean

It does not mean your house will fail. Mapping describes conditions across an area, not the performance of an individual structure. It says nothing about what is beneath your specific footing, how the building was constructed, whether drainage has been improved, or what the structure has already survived.
It does not mean your house is unsellable or uninsurable. It is disclosed information that buyers factor in, which is a different thing.
And absence from a mapped zone does not mean you are in the clear. A great many foundation problems occur on unmapped, flat ground for reasons entirely unrelated to mapped hazards, uncontrolled fill, a drain that silted shut, a downspout discharging at a footing for twenty years.
Liquefaction Mapping Specifically
Liquefaction is a phenomenon where saturated, loose granular soil temporarily loses strength during strong shaking. In our region it is mapped mainly in areas of loose alluvial and artificial fill, the Duwamish corridor, parts of the Green River valley through Renton and Kent, and filled former tideflats.
Liquefaction susceptibility mapping is a regional planning tool. It identifies where the combination of soil type and groundwater conditions could produce the effect during a significant seismic event. It is not a statement about a normal Tuesday, and it is not a prediction about an individual parcel.
If you own property in a mapped susceptibility area and want a site-specific answer, that comes from geotechnical investigation, not from the map.
What Actually Answers the Question

Three different questions, three different answers
“What is expected in this area?”, regional mapping answers this.
“What is my building doing?”, a foundation evaluation with elevation measurements answers this.
“What is actually beneath my footings?”, a geotechnical investigation with soil borings answers this, and nothing else does.
Using the first to answer the second or third is where people go wrong.
How This Affects a Project
Practically, mapping intersects with foundation work through the permit path. A parcel mapped for steep slopes or landslide susceptibility within Seattle triggers critical-area review through SDCI, with additional documentation and a longer timeline. Other jurisdictions have their own approaches.
That is the concrete effect: not a verdict on your house, but a different process for permitting work on it.
Reading Mapping Honestly
When we look at mapping during project scoping, it informs what questions we ask, not what we conclude. A parcel in a landslide-susceptibility area makes us more attentive to signs of slope movement beyond the building, cracked hardscape, leaning posts and trees, ground fissures, and more likely to recommend geotechnical involvement.
But we still measure the building. The mapping does not tell us the floor is 1.8 inches down at the northwest corner; the survey does. The mapping does not tell us the downspout has been discharging at the footing for a decade; walking the site does.
